The Social Security System (SSS) and Home Mutual Development Fund (HMDF) or Pag-Ibig announced that they accept applications for calamity loans (Pag-ibig) and salary loans (SSS) following the widespread devastation brought about by typhoon “Ondoy†over the weekend in several areas of Metro Manila and nearby provinces of Rizal, Laguna, Bulacan, Pampanga and Cavite.
Who Qualifies for Calamity Loan?
Here are the guidelines to avail of the calamity loan:
- A currently employed, self-employed or voluntary member who is a resident of a calamity area as covered by Presidential Proclamation or as declared by the National Disaster Coordinating Council (NDCC) or the concerned Local Government Unit (LGU).
- He must have paid at least a total of 24 monthly contributions throughout his membership, including two monthly contributions within the one-year period prior to filing date.
- He has not yet been granted a refund of contributions, retirement or total permanent disability benefits.
- He must be up-to-date in the payment of all member loan obligations, including the following:
- salary loan
- calamity loan
- emergency loan
- stock investment loan
- privatization fund loan
- special educational loan for vocational and technical students
- special educational loan for Y2K conversion training
- member assistance for the development of entrepreneurship (MADE), and
- housing loan granted through the SSS, National Home Mortgage Finance Corporation (NHMFC) and Home Development Mutual Fund (Pag-IBIG).
The amount of calamity loan shall be granted only to the extent that the loan being applied for plus the member’s total outstanding loan balance at the time of application shall not exceed P50,000, except those of member assistance for the development of entrepreneurship (MADE) and housing loans.
Employer, if any, must be up-to-date in contributions and loan remittances. You can also consider SSS Salary Loan.

Are you sure about SSS offering a calamity loan now? I was watching the news last night and they mentioned that they will provide incentives for salary loan applications. Not one mention that they will be offering a calamity loan at this point.
Will Pag-IBIG still require a Brgy certificate stating that the member is one of the victims? Been having a hard time contacting them kasi. Thanks! =)
I have updated the post – yes, SSS is offering only Salary Loan and not calamity loan. unfortunately, there have been some miscommunication since as of today, SSS is still not processing these loans, however it was clear on radio the other day that they are accepting SSS salary loans for Typhoon Ondoy victims.

I would just like to ask for the availment of loan for sss, how about if you have an existing salary loan and just starting to pay? Am I considered to avail for the said calamity?

There was no definite guidelines yet released by SSS. However for Pagibig members, they can still avail of the Calamity Loan even if they have an existing loan. According to Pag-ibig, normal loans have a ceiling of 60% of the member’s total contribution, while the Calamity Loan allows to avail of a loan amount equivalent to 80% of the total contribution. Any outstanding loan will be deducted from the Calamity loan proceeds – so there will still be some money left.
Which gives a higher loan Pag-ibig or SSS?
This depends on how many years you’ve been a Pag-ibig or SSS member. Pag-ibig allows up to 80% of your fund savings to be loaned. However it is probable that SSS Salary loan will probably be higher than Pag-ibig Calamity loan.
Is the whole calabarzon can avail calamity loan? i mean the whole place of Cavite for example… even you are not one of the victim of typhoon but your are residing in the said province?
For Pag-ibig Members to avail the calamity loan, they must meet the following conditions:
1.) Applicants must be residents of localities declared as calamity areas who have paid at least 24 monthly contributions.
Areas declared under state of calamity include Metro Manila and 25 Luzon provinces namely: Batangas, Cavite, Mindoro Occidental, Mindoro Oriental, Aurora, Quirino, Nueva Ecija, Nueva Viscaya, Pangasinan, Tarlac, Marinduque, Camarines Norte, Zambales, Pampanga, Bulacan, Rizal, Quezon, Isabela, the Mt. Province, Ifugao, Benquet, La Union and Bataan.
2.) Applicants must be active members at the time of application. They must continue to remit their contributions during the term of the loan.
3.) Members may also be required to submit a certification from the barangay chairman that the applicant is a calamity victim and may also be required to submit a Sangguniang Bayan Resolution on the said matter.
For inquiries on Pag-IBIG Calamity Loan Program, members can call the NCR HDMF Call Center at 724-4244 or the nearest branch in their area.
Please note that calamity loan applications should be filed within a 90-day period after the calamity.
Am I qualified to avail of the calalmity loan, I lost all my belongings are lost and i dont have any money…I had contributed alomst 100 but have not been contributing since 5 years….pero i really need to avail of the loan…i also have some unpaid loan although I have learned about it lately I never paid it because i thought my last company has paid the balance when i resigned…what are my options?

I was so disgusted with the SSS, I was one of the victim of typhoon Ondoy. I had 28 contribution. It was aired in television that the typhoon ondoy victim can avail the sss salary loan if you had already 2year contributions. I went to the sss (bacoor branch) I fall in line for two hours but when I reached the receiving counter who accepting the SSS salary application, they said I can’t avail because it must be 36 contributions to avail the said loan.
